Federal regulations mandate that VA hospitals enter all new patients into a nationwide electronic wait system database designed to better ensure that all veterans receive care in a timely fashion. It has been alleged, however, that the VA hospital in Phoenix implemented a scheme whereby patients were not entered into this database when first becoming patients of the hospital. Instead, a “secret” database was maintained, and manually maintained records of veterans who did not receive timely medical attention were simply discarded and never entered into the database.
