Federal regulations mandate that VA hospitals enter all new patients into a nationwide electronic wait system database designed to better ensure that all veterans receive care in a timely fashion.  It has been alleged, however, that the VA hospital in Phoenix implemented a scheme whereby patients were not entered into this database when first becoming patients of the hospital.  Instead, a “secret” database was maintained, and manually maintained records of veterans who did not receive timely medical attention were simply discarded and never entered into the database.  In this way, the Phoenix VA hospital sought to inflate their treatment statistics in the national database to reflect shorter overall wait times at the facility..
